You can choose to pay for it with money, or you can choose to use League Points (LP), which is the recurring currency for anyone who regularly takes part in Tera Raid battles.

Once you have it, give it to the Pokémon you want to teach an Egg move to, and then find another Pokémon that can teach the Pokémon Egg move.
